FWS has a two hen mallard limit in the framework, did Ohio elect to reduce that or just mistype it as one?
From the final rule: Hunting Seasons and Duck Limits: The season may not exceed 60 days, with a daily bag limit of 6 ducks, including no more than 4 mallards (no more than 2 of which may be females), 1 mottled duck, 1 black duck, 2 pintails, 3 wood ducks, 1 canvasback, 4 scaup, and 2 redheads. http://www.fws.gov/migratorybirds/Regul ... 0Final.pdf
That wasn't my point. I know it's written both on the website and OAC 1501:31-7-06 (B)(1)(a).
Just very surprising as I didn't know any state reduced limits set by the flyway council. I didn't even know limits were adjustable by states other than when the framework specifies different bag limits for season lengths.

The Flyway Council is just a set of recommendations, and are the most liberal that the season can be. Any state is allowed to make the regulations stricter than the recommendations.
