Secondly, I would advise you to look for maps on the internet of paths that the ducks migrate on their flyways. Then look for marshes on public land and ask for permission on private land and start scouting once the season is in or as soon as the ducks start moving.

Colusa National wildlife refuge.
The refuge is run by the state but it is a Fed. wild life area.
Heck any of the Sac. valley refuges are great places to hunt.
you can get on them two ways by reservation applications or lottery.
