Odd deformity?

Shot a green head this morning that had this weird thing growing off of it. Looks like a brush. Anyone else seen anything like this?

I've seen that on domestic ducks. Looks like where it was injured, the blood dried was stuck in the feathers. If that ain't it, that SOB is ugly.

Asked some of the professors at school yesterday and they didnt seem to know either, I think its either an injury that healed all jacked up or a birth defect
