It's not just government, but the all powerful central government.

When I read his second book, this was pretty clear.

You'll never hear him say, yep that's something government should do but the central government should not do it and for damn sure never say it is prohibited by the 10th amendment from doing it if it is something he would like to do.

For example, government is not prohibited from forcing you to pay for abortions, but it is prohibited from restricting abortions even well into the range where the distinction from infanticide is at best subtle. Government is not restricted when he wants to do it, but it is when he disagrees with what others wish to do (Chicago theory of law and government).
A politician thinks of the next election; a statesman of the next generation. A politician looks for the success of his party; a statesman for that of the country. The statesman wished to steer, while the politician was satisfied to drift.
