Boat safety gear---horn, flares, PFD...if he has a boat. Good binocs...over sized waders if he hunts cold weather. Wool sox. Under Armor- upper and lower. A quality rain jacket- may be the most expensive present he will ever love and need. Decoys are always good- but fairly hard to pick if you do not hunt. Same goes with shells- hard to pick.

+1 these are great gifts. A gift card to Macks PW, cableas, or basspro would probably also be a great idea.
