I have a set of old Parker's decoy paints in the shop. Don't know if they still market it or not. Came with a "paint-by-number" chart.
I know Cabela's used to sell this kit, I have a 1995 catalog that shows them for $19.95.
Okay, I just checked Cabela's 2012 Waterfowl catalog; they are still in there....for $46.99. The price has gone up a bit.
Often wrong, never in doubt...

I use standard latex extior flat house paint and hobby store acrylics. You can get the color mixed to suit you at lowes, wal-mart, home depot or any such place that sells paint.
