Motion Decoy idea?

I live in washington and you are not allowed to use battery operated decoys.. anyone got any ideas?

Ducks? Geese? Water? Land? You weren't very specific about what your needs would be. I live over on the East side so I know all about no battery operated decoys.

Jerk String. Best motion decoy you can have other than a mojo(only when they work).

http://www.winduk.com. Works on ball bearings. I seen them roll pretty good in less than 3 m.p.h.
