The top of the page lists out the schedule for Dec 31. The little "square" in front (east end) of the Performing Arts Center between 5th and 6th AVE will have a skate area as well as other artsy stuff.
Parking will be a PITA and I am planning on walking a few blocks with the kid in tow. To get out of the cold there are walks through the 5th AVE Mall or into the PAC.
The cool thing about the fire works is that they are shot from the roof of the Egan which is not that high, and then go off right over your head. Some folks don't like that.
I don't know when I will be getting there, but probably not till 5:30 or so. It will depend on the weather as well, but I think the kid will be OK with frost bite if she gets to see some ice skating performances.
