Prevented Planting Crop Insurance Question?

Found out a few weeks ago that our farm in AR did not get planted this year due to excessive moisture. The entire farm is collecting Prevented Crop Insurance due to field conditions preventing them from planting rice or beans in a timely manner. My question is, can we as hunters go in an plant a duck food plot (jap millet) 90 days before the duck season? When collecting crop insurance, what are the general guidelines on recreational use and food plot planting for ducks? Is it different from state to state? Can I plant or can I not plant. I have gotten mixed "opinions" but no real facts that I can verify. Any help would be greatly appreciated. If you dont know, is there a state agency that could answer my questions? Has anyone else been in this same situation?

I'd talk to the farmer or insurance company.
