Field hunting on public land?

I guess I've never seen it done before but I just started thinking about it and wondered if it would work. Do you think it would be possible to run traffic on birds leaving the refuge?

We have killed several ducks over fields.....the key to a good field hunt is to scout scout scout.....go out to the prospective location and see where the birds are feeding and then set up that next morning, bright and early.
