Urethane decoy head repair question

I had to drill out the mounting screw on my Toledo heads.
Apprears ther're made of high density urethane.
Besides that, what could i use to fill and drill a new mounting hole?

Is the head made of urethane foam too or is it hollow plastic?

If it is foam, I would drill the head for a 1/2" dowel. I would drill completely through the body with a 1/2" bit. For glue, I would use the PL polyurethane construction adhesive from Home Depot or Menards. It comes in a caulk tube and costs about $4-$5. It is extremely strong and is compatible with urethane foam.
