Federal ruling

Ok so I spoke to a buddy of mine who is a CO about this navigable waters thing. He says not to worry to much for two reasons. Number one: an appeal has taken place so they have to wait on another ruling, plus it is going to take months for this ruling to go into effect once the second ruling comes through. Number two: governments from all fifty states are working to make sure this does not happed because no one has the manpower to enforce this law once it comes into play. Even if it does, he says most CO's that he knows will not be putting too much effort into this because it will take away time better spent on more important issues such as poaching. What does everyone else think of this?
