Think I may be able to fix the truck on my own. Spoke with the actual mechanic at the dealership and he explained the issue better than the guy that called me. The only thing that needs to be replaced is the fan pulley bracket. It is seized causing the fan to not turn. Heres a visual.

The part alone is a little over $100. Reason toyota wants so much is because they sell the part with a whole kit including a new fan clutch and bracket and pulleys.
