1) clarify public river rights on thousands of miles where they are disputed, including canoeing, kayaking, rafting, fishing, birding, and other uses
You didn't list hunting. This is a duck hunting site. Get lost, hippy.

Yeah free rivers.... come take a look at EVERY MAJOR RIVER in Va. Our blind laws allow for the rich (lawyers, doctors and such) to form "clubs", build blinds down mile long stretches 501 yards apart from each other, and legally sew up pretty much the whole damn thing or at least all the decent spots worth hunting. you can look all day and not find one legal spot to hunt on the Mattaponi, Pamunkey, chickahominy, rappahanock, York, Piankatank, or james river. no lie, there is probably 500 blinds on the 13 miles that make up the Chickahominy River.

If its not the rich, its our own federal government building them along their shorelines the same way to prevent anyone from hunting near a base. It sounds reasonable until you realize we have probably 13 military bases within 60 miles of my house and everyone was built wayyyyy back in the day so inheritantly on the water for easy access.

Unless you have piles of money or inheritted a blind from your relatives you are pretty much screwed on a decent hunt.

Just one example of what im talking about...
