CA management areas after the season

So the last couple of days I have been out on the road due to job responsibilities and I took some time being in the general vicinities to go through the CA's of Grand Pass and today Bob Brown. Grand Pass had all kinds of water and ducks were everywhere. Today going through Bob Brown there was little water if at all and very sparse and duck population. No MDC reps present while I was there to ask the question so I thought I would throw it out here to see what is the rational? Do most CA's continue to pump and add water for waterfowl or after the season do they shut it down and the water stays as long as the ground allows?

In my part of the state, pretty much been my experience they shut down after the last day of waterfowl season. That's ok with me, no need to spend additional money to keep pumps running after the season is over. Most places have enough water, especially since no one is shooting the ducks, to provide for late wintering ducks and geese.

I can understand the cost cutting but not sure why one CA area would still be flooding and another area would not be flooding. I would think that would be a state procedure that all would our would not continue flooding.

I have no idea if this is true or not but...I wonder if it has to do with groups that help out on that conservation area. By that I mean, Ducks Unlimited put a bunch of money up for Grand Pass several years ago. I wonder if they have some sort of contract or agreement that states Grand Pass must provide water and food for ducks migrating back north to rest and re-coop.

I dont know if theres a contract... But Pass pumps water for the spring migration. Pumps normally running until End of March and normally more water there in the spring than there is in the fall.. Fields will be full to the ditches almost over the roads
