Need some help folks!

:help: The annual meeting regarding waterfowl seasons and issues is coming up and there are a few things that need us hunters to speak out on.
A big one is dealing with the youth hunt in southern area.. They are only allowing youth hunt on Overton WMA one day in October but have "southern zone" down for two days in February not allowing waterfowl hunting on Overton. This takes a day away from our youth hunters that they have historically had on Overton. Please get your reps to have the overton youth hunt open the two days it always has been, encouraging youth participation gets us nowhere if the state opts to cut their oppurtunities!!!
Secondly the proposed reservation system that they want to impose reflecting the dove season system:

3. Waterfowl Opening Day/Weekend Reservation Process:
Hunters wishing to make reservations for the first two days of the duck and goose seasons at the Overton Wildlife Management Area and the opening day of the duck and goose seasons at the Key Pittman Wildlife Management Area will do so via a paper application available at the Las Vegas and Henderson offices of NDOW or on the NDOW web site at www.ndow.org. Unless their privilege is limited or revoked pursuant to law, any resident or nonresident is eligible to have their name included on one application for each hunt day for which reservations are required. A person whose name appears on more than one application for each hunt day for which reservations are required will be rejected from the drawing. Applications for these waterfowl hunts days shall be received at the Headquarters Office in Reno (through a postal service only) no later than the second Wednesday in September. A public drawing will be held at the Headquarters Office in Reno at 10:00 a.m. on the last Wednesday in September. Successful applicants will receive a reservation confirmation by return mail.

 This brain-dead idea brings a slough of problems for us resident hunters!!! Our state has the lowest cost non-resident waterfowl licensing system in the southwest...$21.00 for one day non-res license and $10 for duck stamp with neither being required to apply for a reservation which invites an onslaught of non-res apps due to our impacted proximity to UT,AZ and CA and none of those hunters have to make any effort unless they draw one of those opening days limited hunting spots. This is a slap in the face to all the resident hunters who spend their money here year round and pour man-hours,cash and resources into making these WMA's what they are!!! Please have your county reps vote against this proposal for the southern areas before it spreads your way!!
Gary, I'm counting on you to lead that charge..
Us southern guys don't have the amount of oppurtunities you northern bubbas do so please fire up your County advisory boards for us!
Thanks Guys,
Brian

Hi Brian,

I sat down with Mike Z here in Ely and he is the current WMA manager for Nevada, he was promoted to Pat Kelly's old position. A quick note is the way he read it ,Overton has the three days youth hunt but Key pitman may be messed up. He didn't go into detail about why KP was messed up but there are two departments involved, Game and Harvest. Some guy named Russell H (can't remember his name) is the person in charge of setting the dates and apparently there is a lack of communication regarding the dates of the seasons and youth hunts. Call me regarding the reservation system. I'll sent you a pm with my cell phone.

They have always outlined it as "southern zone" but this year it's laid out specifically:

OPEN AREAS: SOUTH ZONE
2012-13 SEASON: February 9 & 10, 2013
OPEN AREAS: Moapa Valley portion of the Overton Wildlife Management Area.
2012-13 SEASON: October 20, 2012

LIMITS: Daily bag limit is the same as that for the general season for ducks, mergansers, geese, coots and moorhens.
Limits singly or in the aggregate for Canada and white-fronted geese.
Limits singly or in the aggregate for Snow and Ross’ geese.
Snow and Ross’ geese are closed in Ruby Valley within Elko and White Pine Counties.
SHOOTING HOURS: ½ hour before sunrise to sunset
SPECIAL REGULATIONS: Open to hunters 15 years of age or younger.
