Baiting???

Wife & I went kayaking on a local pond on the weekend. found a 4x4 sheet of of plywood mounted on a blue foam "dock float". Was filled with corn. First thought was somebody getting geese conditioned for Sept. But there was a sign in the water saying a F&W program was underway and do not disturb. Thought maybe researchers come in with mist nest to band ducks or geese. Anybody shed any light? Seems unethical (but perhaps not illegal, if removed in time) to bait, and a bit late for banding new birds.

One year I shot a local Black Duck that was banded in August, so my guess is a banding operation.
