GHG Field Corn - Legality

Hey everyone. I found this one today. I thought it was a new product but it seems these things have been around for a while. Does anyone know if these are legal in OH? I've been told some states won't allow them. They consider it baiting. Thanks. ... Field_Corn

Plastic corn is legal in Ohio

From ODNR -
BAITED AREA means any area where shelled, shucked, or unshucked corn, wheat or other grain, salt, or other feed whatsoever capable of luring, attracting, or enticing such birds is directly or indirectly placed, exposed, deposited, distributed, or scattered and such area shall remain a baited area for ten days following complete removal of all such corn, wheat or other grain, salt, or other feed.

BAITING means the placing, exposing, depositing, distributing, or scattering of shelled, shucked, or unshelled corn, wheat or other grain, salt or other feed so as to constitute for such wild turkeys, mourning doves or migratory birds, a lure, attraction or enticement to, on or over any area where hunters are attempting to take them

So is it legal to expose fodder under the snow before setting a decoy to make it look like birds are feeding?
