How hard is it to get an out of state waterfowl liscence and I was also wondering how much they cost, apreciate any help.

If memory serves me your chances are good. I think 5 of 6 applicants are drawn for the general mostly statewide permits. Theses are 10 consecutive day permits. Price is around 110$

My uncle draws about every other year he had to wait 3 years once.

Chances are pretty good. If you are coming with a group of people apply together. Either the whole group gets drawn or no one does.

so you can't just go and buy a permit. Like you can in Arkansas

Nope. I would just hunt ducks in ark and hunt pheasants here.
