Out of season baiting

When the season is out, is it illegal to bait up state land and ponds? Every year at the end of the season i always load up my ponds and fields at home with corn and continue to bait throughout the whole summer up until about a month or two before the season. I know its legal on private land but i wasnt sure if you can bait up state ponds and other state lands.

Straight from wvdnr.gov

Under the it is illegal too page in the regulations

"bait or feed any wildlife on public land between September
1 and December 31 and during the spring gobbler seasons."

Some say it makes birds relate to a certain location next year, who knows.

helps build resident populations because more birds will nest in that area due to constant source of food. Also birds tend to remember stopping points along there migration and tends to use familiar and past used feeding/ resting point in there migration every winter.

It definitely works, but with the price of corn these days it's hard to justify the cost.
