Growing millet

will millet grow in 2-5 inches of water or do i need to plant it directly to the ground?

Where I live , it works best to plant in dry ground and then hit it with the water . With water close-by or every 2 to 3 weeks
you put water on it , it will grow good .

Got to establish it first. Some millets can handle water once established so long it's not over their heads (Jap is best). Others don't like their feet wet all the time and won't do well (brown top). But none I know will grow in standing water.
