Mossy Oak biologic for waterfowl

Just bought two bags of the stuff. Can it be thrown into water and germinate or does it have to be planted then flooded. Im hoping I can throw a lot out the shallow areas of my pond for it to grow. Anyone with experience with the stuff???

i do not know much about biologic but most seeds mave to be planted dry then once the plant is up it will handle water as long as it dont cover the plant (wild millit /wild rice, ect.)
