PVC would work as long as it is supported over the run and doesn't get too hot. If it gets too hot and has a load on it, it will sag. I used a 10foot piece of 2" for the backbone of a brace to cover the boat when not in use and it sags even with a support in the middle and there is just a tarp strapped down over it.
You would probably be best to use 3/4" EMT as raffia gets really heavy when wet if you hunt in the rain.
To the others I built a blind (non scissor type but does fold down) for $325-350 with 8 pieces of EMT, 30 lbs of raffia, 400D codura, and heavy duty netting from west coast netting. Zip ties came from harbor freight and are holding up well. I went through around 300 or so ties.
