Painting Goose Decoys Need Help

I have some snow goose floaters that have been beat up and need soem re-paint. Some are the foam floaters that I think were made by higdon and some others are just plastics. My question is for painting snow goose decoys, especially on the foam floaters, do i want to use brush on paint or spray paint. The foamers seem to flake really easily. Not sure if i should sand paper them, then do a coat of that spray on truck bed liner, then use a spray paint primer white, then main coat spray paint white.

scuff them with a scotchbrite pad, clean with alcohol and paint i like spray painting better because is allows thinner coat, which you'll find will last longer

Have you thought of burlaping the foamers???
that would add alot of strength to the decoy, and give you a much better surface to paint on.
Aim for their lips...
