Suggestions for AR15 upper

I am planning putting together a cheaper AR15 in .223 for my dad for his birthday which is coming up. I had planned on a New Frontier lower, with a Spikes upper. However, I can't find the upper in stock anywhere.

My dad has went coyote hunting with me a few times and loves to shoot my AR, so I want to get him one. I prefer a 16'' barrell and 1/7 twist. Can someone give me some more suggestions for a budget build? I have looked at the DPMS uppers but don't want the 1/9 twist however, I may have to settle for that.

I was hoping to stay between 5 and 600. I think I was at $515 or so using the New Frontier lower with Spikes upper.

I love my DPMS Sportical upper. Shoots great.

Try Midway USA and shoot some lighter bullets

try delton or brownells delton has really good deals. and brownells does too if you get them at the right time and both make very good uppers BCM is good too maybe a little pricey but could get one with no forend or BCG for about 300 and build it with what you want maybe for about the same price. also i would look into getting it in 5.56. you can shoot both rounds thru it 223 and 5.56 you cant with just a 223 upper

AR-15 upper receivers are made in the US and are mil-spec uppers and AR15 uppers are also available in flat tops upper receivers.
