What do I need to do to take off the peeling paint from the barrel and not ruin the barrel so I can get it blued later? I'm assuming it's a paint of some sort but not sure. Is sandpaper bad? Or do they do it all when I take it in ?

It's a shooter/keep sake not a high value treasure. Numrich is a good start and there are other "Obsolete gun parts" sites out there. Repair it, clean in shoot it then pass it on.
