I'm looking to buy one that won't break the bank but can make some nice groupings... any advice? Also, what is the difference between the variations of this round (HMR, Mach 2, etc.)?

Look at the Marlin VSS in .17HMR...it is fairly inexpensive and is a tackdriver.

The HMR is a .22 Mag necked down to .17 and the Mach 2 is a .22LR necked down. The HMR gives you more velocity due to more case capacity.
