I think you are right about birds landing outside the spread. Not enough space. But divers are like that. Especially ones that have been shot at. They will sit down 50-75 yards outside the spread and then either swim in, or swim away. Flip a coin as to why, but if it happens two or three times... Get some more space in the rig and see what happens. If they are still doing it, go down to just a few deeks, and one or two long lines. I usually only see this behavior in small flocks (5 or less birds). Seems like the bigger flocks commit, or just keep flying, but don't sit down outside the spread.
