When I hunt open water I put out about 3 dozen Magnum mallards and possibly a hand full of red heads or canvasbacks for the color. I usually set the divers downwind of the puddlers and all are within 40 yds of the boat in a random pattern with no real shape. Found that this works best for me and we always get our birds (if there are birds to be had). I know that there are "professional' ways to do it and guys with 100+ decoys put out on long lines but I have never tried it that was do I can not comment on it. Even a mile out in the bay you are in somewhat shallow water and can anchor individual decoys with a 54" line.
The water depth depends on the wind. a good north wind and now your in deep water....
