As many of you know when it comes to budget issues the number one thing that gets whacked is always conservation funding. It's titled as discretionary funding for the most part. Even though conservation programs like CRP,WRP,WEP,CREP provide huge economic benefits and tax payer returns they always cut the piss out of these vital programs why at the same time they refuse to Cut spending from entitlement programs that provide little if any economic benefit to the tax payer. Most of the entitlement programs they refuse to cut are nothing more than TAX PAYER LIABILITIES.

A prime example of that is expanding the Federal Crop Insurance program. Who is on the hook for the many things that could go wrong from drought, to flood you name it? The tax payer that who.

On the other hand those in congress refuse to attach Conservation Compliance to the federal crop insurance program. What does that do?
Well, a lot of producers can go out and plant sensitive areas with genetically modified seed grow a crop on it or try anyway and if the soil runs off the side of the hill, or fertilizer runs off the side of the hill into your creeks, rivers, stream ,lakes and wetlands, You the tax payer get the Bill to clean up the environmental problem.

The way this is rigged and I don't know if I can explain it any better is "incentivised destruction" on a mass scale that rewards producers if a crop fails or suffers some sort of issue on marginal acres that should have never been planted in the first place, but since they are, the soil, chemicals, pesticides etc that enter our waters as a consequence of that incentivised land use policy, end up being a financial burden to the tax payer who by government spending dishes out Billions every year of tax payer money to other federal and state agencies to attempt to clean up the mess.

You see as a tax payer your paying a crop subsidy payment, as a tax payer your paying the bulk of the federal crop insurance Bill and ultimately as a tax payer your paying for the environmental clean up Bill. But congress refuses to address this problem and it is simply unsustainable and cutting even deeper into conservation programs which helps us as a whole battle these short comings of present land use policy exacerbates the finical tax payer burden to clean up the mess.

My point. Look at the number that tax payers dish out in federal crop insurance claims and crop subsidy payments, then total up the numbers of every state in the union that obtains tax payer dollars to clean up the environmental disaster left in the wake of incentivised destruction, then total up the amount of money it will take to stop the expansion of the the Dead Zone in the Gulf Coast. That is what we are paying every year folks and next year the Bill is going to be even bigger than the year before. Just as the Gulf Coast Dead Zone is growing so is the tax payer liability for these irresponsible land use policies.

The Gulf Coast Dead Zone is much like the old Coal Miners bird in cage safety tool that tells the people that it's not safe to enter. If the bird falls off his perch it's because they have entered a hazardous area of the mine that is filled with dangerous gases. Well, is the Gulf Coast Dead zone shrinking folks or is it getting bigger faster? Are we as a nation seeing more frequent flooding? What is the Federal Disaster Bill for each one of them and who pays it? You do as a tax payer.

The moral of the story here is we cannot allow congress not to Pass the Sportsmen Act. As a whole it's our tool to protect and put in place common sense conservation programs that counter the above activities of Incentavised Bad Land Use policies. Pure and simple.

The only way we as a country are going to stop this senseless tax payer funding waste, is to demand that Congress protect and preserve conservation funding and cut entitlement spending that attributes to exacerbated tax payer liabilities at both ends of crop production. Present land use policy is a major contributing factor in our countries Budget crisis and crisis with in many states.

We cannot allow as conservationist, Sportsmen or environmentalist for that matter, allow Congress to continue cutting sound conservation policy why at the same time putting the American tax payer on the hook for at both ends for Bad Land USE policies. The Bill is getting bigger in every farm Bill why critical conservation budgets like CRP, WRP,WEP, CREP are getting cut.

If the problems are getting bigger out on the landscape and your shrinking or not willing to pass sound conservation policy, it tells people , at least it should anyway that what congress is doing is going in the wrong direction and its costing us as tax payer more and more for the irresponsible land use policies.

It is time to bring Balance to the Budget and at the same time balance out on the landscape. They often claim they work to bring balance with in the farm Bill itself but we haven't had that balance for the past 12 years and that shows up as fact as the liabilities placed on tax payers in every Farm Bill have grown.

Contact your congressmen folks and tell them to Pass the dam Sportsmen's Act!
