Why would anyone want to keep one under 14"? Not enough meat on em to make a good fillet.

From my experince it was more of an issue down there in Bass Tournaments. You can access such a HUGE area from any one point that you get to areas were there is only a 12" min but they have to enforce a 14" min since there is no real way to monitor where the fish come from. I think this is how I remember it being.
Also, if you read in the article, they saw no benefit from the 14" rule. As far as eating them, I prefer the small ones! best tasting to me! And I like to leave the big mamas for seed!
