innovating a traditional diver spread

Was thinking about building a pvc foam filled platform a square base and making a elastic band that could attach to a flag that i could place in the decoy spread therefore instead of flagging for divers from the boat i could pull a string and have it move the flag? Surprised I havent see anyone manufacture something like this already therefore you wouldnt have the constant motion of a mojo when you do not want it instead you can have a reliable mechanical system and have motion when you want it and dont have to have the motion when you dont... anyone ever think of this as well ?

Do a search for the Ure-A-Duck "H" bar. I think the concept might be close to what you are talking about. For flagging, I would just flag from the boat and not worry about it.
