I have a 70s Chrysler 55 HP 2 stroke 2 cylinder which gets me going 20mph but that's when I am fishing with me (295) and 3 batteries. I have been looking at 75 horse stinger and a 90 evinrude I'm running a 1860 starcraft. I don't know what she can hold because I don't have a restriction plate telling me a max HP rating never had one when I bought just curious what you guys think thanks for your input.

You should be ok with a 90Hp but with out knowing more specifics of the boat its hard to know for sure. You don't want to be over powered or your asking for trouble.
This may help you calculate it your self: http://www.gpo.gov/fdsys/pkg/CFR-2013-title33-vol2/pdf/CFR-2013-title33-vol2-sec183-53.pdf
You may want to research this a little more because I think you can also be ticketed or fined for not having a capacity plate on a craft that's under 20'.
