Found this hunting it says herters on the keel and I think it is plastic

My brother and I used to say that drownin' in beer was like heaven, eh? Now he's not here, and I've got two soakers... this isn't heaven. This sucks!

Well there's your ID then....
That's an older Herters BBill or GE...is it really solid, hard plastic? If you hold it like a football, you can't flex it right?

Right...I mean that it's hollow, but HEAVY duty plastic...very strong. I've got a dozen of them from WAY back...it's a little bit small for a good broad bill, but that's just because the trend has been to go more stout....
