Quick hack.
Cigar cutters are AWESOME for cutting hulls. I’m deconstructing some .410 right now and the cheap plastic cigar cutter takes the end off like magic.

Problem (for me anyway) is the hull is ruined. I like to use a pair of needle nose pliers. Slower, but I can reuse the hull.
But if I didn't want the hull, your guillotine sounds like the ticket.
It's only sky busting if you miss...
