Jordan/falls of neuse impoundments

I am new to hunting ducks and have caught the fever, but the only problem I have is that hunting public land I do not want to set up close to someone else accidentally. I have scouted every legal impoundment considering I didn't apply for the permit hunts in the impoundments with little results. The main question I have is advice on decoy set up on the public impoundments, what time should I get there to beat the crowds, and also if anybody is looking for a hunting partner I currently hunt alone.
