what sort of land is it that is public but not dnr owned? You talking state forest areas, national forest, national wildlife refuge or what? You don't need to site specific names I just ask to try and help you as each one could have different regs. Many federal wildlife refuge areas do allow hunting, but not always waterfowl hunting. Most state forest and national forest land allow hunting, but may have restrictions as well.

If it moves and it aint suppose to duck tape it. If doesn't move and its suppose to put WD-40 on it.
