25 HP Johnson Question

I'm running a 1997 25 HP Johnson. Lately it seems that when the weather dips down below 40 or so it has trouble starting up. I'm able to get it running by taking off the cover and putting my hand over the air intake. I guess this forces it to suck more gas and cranks right up. I'll let it run for 1-2 minutes and then kill it and put the cover back on. Restarts like a champ then but the initial start is where I am having issues. I'm thankful that I have a way to get it cranked even if it's a minor inconvenience but was curious if anyone had any suggestions on how to fix this. Also I might add that I never have to take the cover off to crank it on warmer days.

check to see if your choke is fully closing.how long has it been since you changed your spark plugs?put some seafoam in your gas it really helps.
i forgot to tell you that there may be a inline fuse the can cause that to.it helps to open and close the choke.
