It's a common phrase used by landscaping crew leaders when they have their early morning gathering meeting. Similar to breaking the huddle in football by saying "ready, break", landscaping crews end their daily early morning meetings by saying "cut em all jack."

"Jack" is a term of endearment, similar to "Boo", "Bro", "Brotha", etc. "Cut em all Jack" can also be used as a motivational phrase. For instance, imagine it's 5:30 AM on a muggy July morning in NC, and the employees of Green Side Up Landscaping are getting ready to head out for the day. The foreman gathers everyone around to hand out the daily assignments, and wants to get his guys psyched up to go out and pull weeds, mow yards, etc. and ends the meeting with "Cut em all Jack!".
