Just seems like the tone gets higher with more moisture trapped under the reed

But if more towards the base of the reed controls the higher frequency sounds,this tone change may just be a wrong perception of mine

Moisture build up in front of the reed prevents that part of the reed from achieving full oscillation. Therefore the tone will mimic a shortened reed meaning an increase in pitch. This will continue until the surface tension becomes to great and the call will lock up due to moisture.
