They are establishing a pecking order, unless the dogs are drawing serious injuries on each other, I would suggest you let them fight it out and establish who is in control. You getting on top of one or the other is only teaching them that you are first in the pecking order.(The way it should be), but just like shrpshtr said they have to figure out who is second.
