I sent a pm much earlier today and it stayed in my outbox instead of going to the sentbox. Does person have to login for it to go to my sentbox, or have I done something wrong?

It should just go to the person's inbox when you send it.
Nope MH, you are wrong-did you not see that question on the Mods forum last week?
When you send a PM, it'll remian in your outbox until they open it up and then it'll appear in your sent box.
