Check out some pigeon racing websites and try to find a breeder or racer in your area. Just don't tell them what you intend to use their birds for because they tend to not like their pigeons being killed or the chance they will return to their loft. Another possibility is checking out some overpasses. I live in a sub-urban area and pigeons roost under a couple overpasses by my house. I go under the overpasses with a long fishing net and catch them. Works great and the police love to hear the story. They look at me like I'm nuts every time.
