I have 200 snow rags, 50 blue rags, 12 homeade silos, and 12 snow shells. It is just barely enough to kill geese. I need at least 500 to be close to effective. I have killed them with white trash bags stapled to corn stalks before, so I guess on some days anything will work.

I hunted the Eagle Lake area southwest of Houston for years (where the snows and blues winter). 500 rags is a bare minimum down there. We usually used around 1500 rags (1200 white and 300 black), with a couple dozen Outlaw silhouettes on the perimeter.

Setup would start at least 2 hours before dawn. It was a lot of work, but a lot of fun when the birds cooperated.
