I was just going to buy the Cabela's brand with keel hooks, then I read a few reviews that they were bad and broke quickly. Can anybody recommend a good brand of the stretch cords? I'm going to be using them Rig Em Right's Magnum decoy line
What's the best kind of stretchy/rubber cord for keel hooks?

GHG ones are the best market. This year I am going to try and use bungee cord from REI. It's 17 cents a foot and I figured you wouldn't need much. My GHG ones stretch out way too much if left on the decoy year around.
I ran some of the ACE anchors and they have done well. They stay stretched a little in the cold but once they warm up they go back to original length. I've had mine for 3 seasons and a few finally dry-rotted this past season and snapped. I may try bungee cord myself
I have some that I cut out of a tractor tire tube. It's not something you would go to the store and buy for repurpose but we had a flat. They are thick and tough no doubt. So far they have 2 seasons and still just as good as the day I cut them out.
Look on eBay you can find the cords for a dang good price I just bought a 100 for like twenty bucks. I have been using the Avery keel grabbers since they cam out and love them all my decoys have them and I won't use any other kind.
